제 1 장 총 칙

1-1 목적
「엔지니어링산업 진흥법」 제31조에 따라 발주청은 엔지니어링사업자와 엔지니어링사업의 계약을
체결한 때에는 적정한 엔지니어링사업의 대가를 지급하여야 하며 산업통상자원부장관은 엔지니어
링사업의 대가를 산정하기 위하여 필요한 기준을 정하여 고시하여야 한다. 따라서 본 표준품셈은
엔지니어링사업의 대가를 합리적으로 산정하기 위해 필요한 기준을 제시하는데 그 목적이 있다.

1-2 적용범위
「엔지니어링산업 진흥법」 제2조제7항의 각목에 해당하는 발주청이 아래의 엔지니어링사업을 발주
하는 경우 관계법령에 따른 대가의 고시, 기타 특별한 상황 등에 따른 예외사항을 제외하고는 본
표준품셈을 적용하여 실비정액가산방식에 따라 대가를 산정한다.
① 권역별 하천기본계획
② 유역별 하천기본계획

1-3 용어의 정의
1) “실비정액가산방식”이란 직접인건비, 직접경비, 제경비, 기술료와 부가가치세를 합산하여 대
가를 산출하는 방식을 말한다.
2) “직접인건비”란 해당 엔지니어링사업의 업무에 직접 종사하는 엔지니어링기술자의 인건비로
서 투입된 인원수에 엔지니어링기술자의 기술등급별 노임단가를 곱하여 계산한다.
3) “투입인원수”란 직접인건비를 산정하기 위해 해당 엔지니어링사업 업무에 직접 종사하는 기
술자의 투입된 인원수를 말한다.
4) “기본업무”란 계약목적의 달성을 위해 계약상대자가 수행하여야 하는 업무로서 과업지시서
에 기재된 업무를 말하며, 본 표준품셈의 투입인원수 산정에 기초가 되는 업무이다.
5) “기준인원수”란 기본업무별 1단위(면적, 길이, 개소 등)에 적용되는 투입인원수로 전체 투입
된 인원수를 산정하는 기준물량을 말하며, 기준인원수 1(인·일)은 1인이 8시간 동안 투입되어
수행한 하루 노동량을 기준한 것이다.
6) “환산계수”란 투입인원수 산정에 필요한 기본업무별 1단위 수량이 반복됨에 따라 나타나는
업무의 유사성, 반복성을 적용수량에 반영하여 적정한 업무량을 산출하기 위한 계수이다.
7) “보정계수”란 환산계수와 함께 투입인원수를 산정하는데 있어서 엔지니어링사업의 특성에
따른 업무량의 변화를 반영하는 계수이다.

1-4 투입인원수의 산정
1) 투입인원수는 각 기준인원수, 환산계수, 보정계수를 곱하여 합산한다.
・ 투입인원수(인·일) = Σ (기준인원수 × 환산계수 × 보정계수)
2) 기준인원수는 각 장에서 정하고 있는 분야별 “투입인원수 산정기준”에 따른다.
3) 환산계수 및 보정계수는 각 장에서 정하고 있는 분야별 “환산계수 및 보정계수”에 따른다.
4) 각 기본업무별 투입인원수는 소수점 둘째자리에서 반올림한다.
5) 제시된 기본업무 이외에 사업의 특성에 따라 필요한 경우에는 소요되는 인력을 계상하여 합산
할 수 있다.

1-5 투입인원수의 조정 등
과업의 특성에 따라 제시된 기본업무는 생략, 변경할 수 있으며, 기본업무별 업무정의의 변경이
있는 경우에는 투입인원수를 조정할 수 있다.

1-6 세부시행기준
1) 이 표준품셈을 운영함에 있어 필요한 세부사항이나 변경사항에 관하여는 산업통상자원부장관
과 사전에 협의하여 발주청이 그 기준을 정할 수 있다.
2) 기본업무에 포함되지 않은 과업에 필요한 모든 관련 자료는 원칙적으로 발주자가 제공하여야
하며, 제공되지 못하는 자료의 수집 및 조사일정은 발주처와 협의하여 결정하여야한다. 발주자
가 제공하지 못하는 자료의 조사·수집을 수행할 경우 별도의 대가를 산정하여 반영하여야한
다.

부 칙
2022년에 공표된 하천 표준품셈은 2022년 신규사업부터 적용한다.

 

 

제 2 장 하천기본계획

2-1 권역별 하천기본계획
가. 정 의
하천기본계획은 「하천법 시행령」 제24조2에 따라 하천유역의 강우, 하천의 유량, 하천환경 및 하
천의 이용 현황 등 하천의 치수, 이수(利水), 환경 및 친수 등에 관한 제반 사항을 검토하여 하천
의 체계적인 정비와 하천의 이용 및 자연친화적 관리 등을 위한 종합계획을 수립하는데 목적이
있다. 수립. 또한 「수자원법」 제18조에 따른 하천유역수자원관리계획 및 같은 법 제20조에 따른
특정하천유역치수계획을 기본으로 수립하여야 하며, 「국토의 계획 및 이용에 관한 법률」에 따른
도시계획 등 관련 계획을 조사하여 하천기본계획과 관련되는 사항에 대해서는 관계기관과 미리
협의하여야 한다.
업무범위는 하천법 시행령 제24조에 따라 지정된 공통유역도(하천관리 부처가 이수, 치수, 환경을
고려하여 전국을 권역별로 구분한 유역도) 및 국가하천유역을 대상으로, 「하천법」 제2조에 따른
하천(하천구역과 하천시설을 포함)을 중심으로 하천의 정비·이용·관리 등을 위한 종합계획을 수
립하는 것이다. 그 밖에 하천의 보전 및 이용, 하천의 치수·이수·환경 등을 위해 필요한 시설,
저류시설(댐, 저수지 등)로 인한 저수구간 등에 대한 수립범위를 결정한다. 주요 업무범위 및 정의
는 「하천기본계획 수립 지침」(국토교통부, 2018)에 의거 한다.

나. 추진절차
하천기본계획의 추진절차는 기초자료 조사 및 검토, 하천지형조사(하천기본계획 측량 포함), 종합
분석, 하천 정비‧관리 계획, 시행계획 및 종합결론 등을 통해 하천기본계획(안)을 마련하는 것이며,
주요 절차는 다음과 같다.

 

 

 

마. 환산계수 및 보정계수
“환산계수”란 투입인원수 산정에 필요한 기본업무별 1단위 수량이 반복됨에 따라 나타나는 업
무의 유사성, 반복성을 적용수량에 반영하여 적정한 업무량을 산출하기 위한 계수이다. “보정계
수”란 환산계수와 함께 투입인원수를 산정하는데 있어서 엔지니어링사업의 특성에 따른 업무량
의 변화를 반영하는 계수이다.

 

 

 

[부 록] 업무 난이도 조정계수
기 구축된 국가공인 자료 또는 기 수립된 하천기본계획 성과 등을 활용할 수 있어 업무 난이도를
조정할 필요가 있을 때에는 다음에 제시된 업무 난이도 조정계수를 참고하여 적용할 수 있다. 단
최초수립 사업인 경우에는 업무 난이도 조정계수는 1.0보다 큰 값을 적용한다.
