제 1 장 총 칙
1-1 목적
「엔지니어링산업 진흥법」 제31조에 따라 발주청은 엔지니어링사업자와 엔지니어링사업의 계약을
체결한 때에는 적정한 엔지니어링사업의 대가를 지급하여야 하며 산업통상자원부장관은 엔지니어
링사업의 대가를 산정하기 위하여 필요한 기준을 정하여 고시하여야 한다. 따라서 본 표준품셈은
엔지니어링사업의 대가를 합리적으로 산정하기 위해 필요한 기준을 제시하는 데 그 목적이 있다.
1-2 적용범위
「엔지니어링산업 진흥법」 제2조제7항의 각목에 해당하는 발주청이 아래의 엔지니어링사업을 발주
하는 경우 관계 법령에 따른 대가의 고시, 기타 특별한 상황 등에 따른 예외사항을 제외하고는 본
표준품셈을 적용하여 실비정액가산방식에 따라 대가를 산정한다.
① 도로교통 소음·진동 엔지니어링
② 철도 소음·진동 엔지니어링
③ 비행장 소음 엔지니어링
④ 사격장 소음 엔지니어링
1-3 용어의 정의
1) “실비정액가산방식”이란 직접인건비, 직접경비, 제경비, 기술료와 부가가치세를 합산하여 대
가를 산출하는 방식을 말한다.
2) “직접인건비”란 해당 엔지니어링사업의 업무에 직접 종사하는 엔지니어링기술자의 인건비로서
투입 인원수에 엔지니어링기술자의 기술등급별 노임단가를 곱하여 계산한다.
3) “투입인원수”란 직접인건비를 산정하기 위해 당해 엔지니어링사업 업무에 직접 종사하는 기
술자의 투입된 인원수를 말한다.
4) “기본업무”란 계약목적의 달성을 위해 계약상대자가 수행하여야 하는 업무로서 과업지시서에
기재된 업무를 말하며, 본 표준품셈의 투입인원수 산정에 기초가 되는 업무이다.
5) “추가업무”란 기본업무 외에 계약목적의 달성을 위해 필요하여 과업지시서에 추가하여 지시
또는 승인한 업무를 말한다.
6) “기준인원수”란 기본업무별로 설정된 표준단위당 적용되는 투입인원수로 전체 투입인원수를
산정하는 기준을 말하며, 기준인원수 1(인·일)은 1인이 8시간 동안 투입되어 수행한 하루 노
동량을 기준한 것이다.
7) “환산계수”란 수행하고자 하는 사업 규모와 표준단위 규모의 차이에 따라 업무의 유사성, 반
복성을 적용수량에 반영하여 적정한 업무량을 산출하기 위한 계수이다.

8) “보정계수”란 적용수량과 함께 투입인원수를 산정하는데 있어서 사업의 특성에 따른 업무량의
변화를 반영하는 계수이다.
1-4 투입인원수의 산정
1) 전체 투입인원수는 각 업무별, 기술자등급별, 투입인원수를 산정하여 합산한다.
2) 각 업무별, 기술자등급별 기준인원수는 각 장에 정하는 분야별 투입인원수 산정기준을 활용하여
산정한다.
3) 산정방법은 각 업무별 적용수량(단위)에 업무별 기준인원수와 보정계수을 반영하여 산정한다.
각 업무별, 등급별 기준인원수, 보정계수는 소수점 둘째자리에서 반올림하여 산정한다.
4) 제시된 업무 이외에 사업의 특성에 따라 필요한 경우에는 소요되는 인력을 계상하여 합산할
수 있다.
1-5 투입인원수의 조정 등
과업의 특성에 따라 제시된 기본업무는 생략, 변경할 수 있으며, 기본업무별 업무정의의 변경이
있는 경우에는 투입인원수를 조정할 수 있다.
1-6 세부시행기준
1) 이 표준품셈을 운영함에 있어 필요한 세부사항이나 변경사항에 관하여는 산업통상자원부장관과
사전에 협의하여 발주청이 그 기준을 정할 수 있다.
2) 기본업무에 포함되지 않은 과업에 필요한 모든 관련 자료는 원칙적으로 발주자가 제공하여야
하며, 제공되지 못하는 자료의 수집 및 조사 일정은 발주처와 협의하여 결정하여야 한다. 발주
자가 제공하지 못하는 자료의 조사·수집을 수행할 경우 별도의 대가를 산정하여 반영하여야
한다.
부 칙
(시행일) 이 표준품셈은 2022년 신규 사업부터 적용한다.

 

 

[부록 1] 업무의 세부 정의
(1) 소음도(레벨) 평가
“소음도 평가”라 함은 개발사업으로 인해 발생하는 환경의 변화를 종합적으로 예측하여 환경의
보전, 자연과 인간과의 사이에 기본이 되는 자료를 명백하게 함을 목적으로 한다. 평가에는 사업
실행 전에 실시하는 사전 영향평가와 대책 후 실시하는 사후 평가가 있는데 양자를 모두 포함한다.
측정된 자료와 대책수립 후 측정된 자료를 환경기준, 도로교통소음한도기준, 철도소음한도기준 및
항공기소음한도기준등과 비교한다. 다만 다른 법률이 소음․진동의 측정대상과 그 시험방법을 달리
정하고 있는 경우에는 그 시험방법에 따르며, 관련 법령의 규정에 따라 적정하게 시행될 수 있는지
또는 시행되었는지를 검토하는 기술용역이다.
(2) 소음도(레벨) 분석
“소음도(레벨) 분석”이라 함은 소음을 측정함에 있어 측정의 정확 및 통일성을 유지하기 위한
제반사항을 규정함을 목적으로 하는 소음·진동환경오염공정시험기준에 따라 KSC IEC 61672-1에서
정한 클래스 2 소음계 또는 동등 이상의 성능을 가진 소음계를 사용하여 측정한 음압레벨(SPL),
음향파워레벨(PWL), 소음도(SL) 등에 대하여 옥타브분석, 1/3옥타브분석, 반복재생에 의한 분석, 밴드
레벨과 오버올레벨의 분석 등을 실시하여 각각 음의 특성을 파악하여 평가 및 대책수립을 위한 기술
용역이다.
(3) 소음지도 작성
“소음지도”는 교통기관 등으로부터 발생하는 소음을 적정하게 관리하기 위하여 일정 지역을 대상
으로 측정 또는 예측된 소음도를 등음선이나 색을 이용하여 시간화한 지도로 작성방법은 「소음
지도의 작성방법(환경부고시)」에 의거하여 작성한다. 소음지도의 작성은 KS C-IEC61672-1에서 정한
클래스2의 소음계 또는 동등 이상의 성능을 가진 장비, 주파수 분석기, 표준음 발생기, 삼각대 등
측정에 필요한 장비, 2식 이상의 예측용 상용프로그램(주변 도로상황 및 주변지형 등의 조건을 입력
하여 소음도를 예측할 수 있는 예측프로그램)을 적용한다.

1. 위 표의 “국가기술자격자”란의 각 자격은 「국가기술자격법」에 따른 국가기술자격의 종목 중 별표 1의 전문분야와
관련되는 종목의 국가기술자격을 말한다.
2. 위 표에서 “학력자”란의 각 학력은 다음 각 목의 어느 하나에 해당하는 학력을 말한다.
가. 「초ㆍ중등교육법」 또는 「고등교육법」에 따른 학교에서 엔지니어링기술 관련 학과의 정해진 과정의 이수와
졸업에 따라 취득한 학력
나. 그 밖의 관계 법령에 따라 국내외에서 받은 가목과 같은 수준 이상의 학력
3. 위 표에서 “해당 전문분야”란 별표 1의 전문분야를 말한다.
4. 외국인의 경우에는 당사자의 기술자격 또는 학력ㆍ경력에 따라 위 표에 상응하는 자격기준을 가진 것으로 본다.
5. 위 표에 따른 엔지니어링기술자의 관련 자격ㆍ학력 및 경력(자격ㆍ학력 보유 전후의 경력 등에 대한 인정기준을
포함한다)의 인정범위 등 세부기준은 산업통상자원부장관이 정하여 고시한다.
